Ambitious Training Targets and Digital Farming Integration

The capital city's comprehensive plan aims to enhance the overall quality and efficiency of vocational training for rural laborers between 2026 and 2030. This strategy is designed to drive economic transition, generate stable jobs, and increase incomes in rural areas. By aligning workforce capabilities with agricultural modernization and urbanization, the local government hopes to foster a highly flexible labor pool adaptable to digital farming and evolving economic demands.

Under the newly approved roadmap, Hanoi aims to attract an average of 20,000 rural workers annually into vocational education programs. The strategy shifts focus toward industrial and service sectors, with non-agricultural trades accounting for 70% of enrollment, while modern agricultural skills make up the remaining 30%. Inclusion is a key pillar of the policy, which mandates that female workers represent over 45% of trainees, ethnic minorities hit a 70% training rate, and at least 85% of graduates secure immediate employment.

The initiative prioritizes disadvantaged areas, specifically targeting ethnic minority communities, mountainous districts, and communes undergoing rapid urbanization. Funding and administrative support will be funneled directly to local vocational centers, while also offering tailored assistance to vulnerable groups such as displaced farmers who have lost land to urban expansion. "We need to shift from merely supporting training enrollment to evaluating actual employment outcomes and post-training income levels," municipal officials noted during the policy rollout.

To guarantee long-term success, Hanoi is establishing a specialized labor market database to match training programs directly with the hiring demands of businesses and cooperatives. The city plans to integrate advanced technologies into the classroom, upskill vocational instructors, and leverage international partnerships to adopt modern teaching methodologies. Furthermore, microfinance access and entrepreneurship support will be integrated into the curriculum to help graduates successfully launch their own enterprises or transition smoothly into high-demand industries.
